Madeleine March-Meenagh serves as the director of economic initiatives at CEDAM, where she leads the organization’s strategy and initiatives to advance economic inclusion across Michigan. Her portfolio includes managing the Michigan Children’s Savings Accounts (CSA) Network, the Michigan Economic Impact Coalition (MEIC), the Tax Outreach and Awareness Group, and the Michigan Free Tax Preparation Expansion Grant.

In her role, Madeleine provides technical assistance to members and partners, offering specialized expertise in implementing financial empowerment programs and aligning community initiatives with best practices and industry standards. This includes supporting partners with program evaluations, marketing strategies, and grant proposal development to maximize impact. A strong advocate for research-driven solutions, Madeleine leverages program evaluations and partner insights to inform her work, ensuring initiatives contribute to the financial well-being and improved quality of life for low- and moderate-income Michiganders.

Since joining CEDAM in 2020 as a program analyst, Madeleine has demonstrated a talent for driving organizational improvements. Her early work involved conducting a comprehensive evaluation of the AmeriCorps State program and creating sustainable systems to streamline administrative processes. After her time as a program analyst, she has since taken a variety of roles, including manager of sustainability and evaluation and interim program manager of the community development fellowship.
Before her tenure at CEDAM, Madeleine served as program director for Hoosier Women Forward, a civic leadership training initiative empowering women across Indiana. Additionally, she was previously the research & engagement specialist for Detroit Future City’s economic equity indicators project. She was also a graduate fellow at Michigan State University’s Institute of Public Policy and Social Research where she focused on expanding state tax credits to combat poverty.
Madeleine holds a master’s in public policy from Michigan State University and dual bachelor of arts degrees in political science and women & gender studies from Ball State University.
