Home Weatherization Program Operations Specialist at Wayne Metro
Under the supervision of the Weatherization Program Manager, the Home Weatherization Program Operations Specialist is responsible for the various planning and logistical aspects involving the completion of Weatherization Assistance Program (WAP) Home Improvement jobs. This includes scheduling, assigning jobs to contractors, tracking and monitoring progress, ordering materials, data entry and submitting approvals. Work is completed utilizing project management systems and web-based tools.
- Support agency efforts to efficiently achieve monthly and annual production goals through effective use of project management tools.
- Scheduling housing inspections for eligible program participants.
- Assigning jobs to contractors based progress metrics.
- Preparing and submitting property information sheets for state review and approval.
- Ordering supplies and materials for program inventory and specific jobs.
- Data entry functions including completion of web-based intake application for eligible Energy Efficiency Assistance Program (EEA) and WAP work orders and related assessments.
- Daily monitoring and reporting on WAP job progress, specifically progression through multiple stages of implementation.
- Assess and provide recommendations to improve information systems and project management tools under the supervision of program manager and consultants.
- Assist Home Auditors with visual home audits and final inspections of all work performed on homes under Weatherization and Energy Efficiency programs.
- Evaluate collected energy audit data, plan, and estimate costs of fieldwork in ways which will efficiently address building efficiencies and achieve maximum energy savings in accordance with Federal, State, and Local guidelines.
- Adhere to Federal, State, local, and Agency program rules and guidelines. Assist with ensuring sub-contractors abide by policies and procedures specified by Federal, State, Local, and Agency contracts, protocols and policies.
- Interact with agency clients in a professional manner, assess client needs through interviews and questionnaires, set client expectations and responsibilities, provide energy conservation and residential health and safety education, serve as liaison between clients and contractors, make appropriate referrals, and exemplify agency commitment to servicing low-income clients.
- Maintain records necessary to document services and program effectiveness in keeping with funding and agency requirements. Prepare statistical and narrative programmatic reports for internal agency use and external funding sources in a timely and accurate manner.
- Successfully complete and maintain required program training courses, examinations, continuing education requirements, and certifications including, but not limited to, Building Professional Institute.
- Maintain a positive attitude towards assigned work, clients, and staff, and a willingness to work with others.
- Perform work in a professional manner that upholds Wayne Metro’s policies and procedures.
Physical Requirements and Work Environment
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is performed inside and/or outside an office. The employee is frequently required to climb, bend, lift, stoop, kneel, crouch, crawl and walk. Work exposed to a variety of weather conditions and outdoor elements.
- Bachelor’s degree or advanced training, preferably in Construction Management or a related field, or a minimum of four years of experience in building inspection and/or residential construction or a combination of education and experience which is similarly appropriate.
- Basic knowledge of construction management, building sciences, local codes and standards, health and safety issues.
- Ability to evaluate and analyze collected energy audit data, including work specifications, necessary to determine work scope and identify service gaps.
- Ability to identify, contact and work with area service providers and contractors in both the public and private sectors to obtain, coordinate, and modify services in the interest of aiding low-income persons.
- Ability to effectively provide support and liaison services for contractors and coordinate program activities occurring at scattered program sites.
- Working knowledge of basic internet applications and programs including Google technology and Microsoft Office Word and Excel. The ability to learn and utilize the necessary programs for this position. Intermediary skills at excel including pivot tables and common project management tools such as Gantt charts.
- Ability to use necessary software to generate reports. Strong computer skills, including Microsoft Word and Excel, proficient use of web-based technologies including Gmail, Google Drive, and internet navigation.
- Ability to communicate effectively both orally and in written form.
- Strong interpersonal and professional skills including but not limited to: professional appearance, communication orally and in written form, listening, presenting information, time management, punctuality, and dependability.
- Ability to provide services for those persons facing economic, social, health, age, and educational barriers.
- Ability to work independently with a minimum of supervision.
- Perform work in a manner that upholds Wayne Metro policies and procedures.
Licensing and Other Requirements:
Valid driver’s license and reliable transportation.
Ability to travel to various sites.
Work Hours: Work to be scheduled Monday through Friday with specific hours to be determined by program needs.
